Tested before handover, supported after it

Commissioning is where an installation becomes a working building. SECCO starts up, tests and commissions building systems with a full team of professional staff, and keeps a standby team available 24 hours a day.

On completion of each project, SECCO's commissioning team carries out pre-tests, function tests, data gathering, commissioning and synchronisation of combined systems. SECCO can also provide a practical building operation manual for the operators.

Quality control starts with method statements. SECCO writes a method statement for every installation and a separate method statement for commissioning, and its QA/QC system checks the work before it is submitted to the consultant.

How installed work is checked

SECCO's installation methods for data-centre work set out these checks. Inspection has two stages, a visual inspection and then installation tests, and before work starts, tools are inspected and approved, with calibration dates tracked where they apply.

Water pipework

  • Visual inspection after the welding area is cleaned
  • Welding joint checking
  • Water pressure and leak tests on piping loops as agreed, to the specification
  • Cooling-tower installation inspected, then water pressure-tested

VRV refrigerant piping

  • Leak and pressure test with nitrogen before refrigerant is charged
  • Controller and address set-up
  • Function and operation tests
  • Integration test with the building management system

Controls, security and electrical panels

  • Field device command tests
  • Function and operation tests of the complete system
  • Integration tests with the systems they connect to

Cabling

  • Cables laid in sequence into trays, with no cross-over wiring
  • Cables labelled with an identifiable address
  • Cable and wiring inspected until the work is finished

Quality checks up to handover

The project manager's team supports the site officers, and site audits and quality checks are part of the process. Technicians and workers are trained in correct, standard working methods.

It is SECCO's standard procedure to send the quality assurance plan to the client to recheck.

Support that continues after handover

A new building needs its systems watched closely in the first months of use. After handover, SECCO offers three kinds of support.

  • 24-hour standby. A dedicated team is on standby for emergency service around the clock. Use the 24-hour service request form or call +66 (0) 2 749 9311–22.
  • Warranty period. SECCO's service covers start-up commissioning and the warranty period, and warranty maintenance is available around the clock.
  • Preventive maintenance. Planned maintenance is available once the building is running, alongside operation and maintenance, and service and repair.

Data-centre work is commissioned in formal stages, from factory testing through to acceptance and the defects liability period, and each stage is signed off by the contractor, the designer and the commissioning agent before the next one starts.
