Quality, ISO and licences
Certified to ISO 9001 by SGS since 2007, with a written method for every installation and licensed people doing the work.
Quality is planned before the work starts
Our vision is engineering excellence that creates lasting value. For quality, that means a certified management system and a written method for every installation.
SECCO applies ISO 9001:2015 to all of its systems, from paperwork to site work. It is our standard procedure to send the quality assurance plan to the client to check.
Each installation has a SECCO method statement, and our QA/QC system checks the work before it goes to the consultant. The people who do the work are trained in the correct methods, and our workmanship is licensed, as Thai law requires for electricians and air-conditioning technicians.
ISO 9001:2015, certified by SGS
SECCO's quality management system has been certified since 16 January 2007. Two current certificates cover it, one from SGS (Thailand) and one from SGS United Kingdom under UKAS accreditation.
Both certify SECCO Engineering & Construction Co., Ltd. for the provision of electrical and mechanical system installation for buildings.
- Certificate TH07/2609, SGS (Thailand) Limited
- Certificate TH06/2608, SGS United Kingdom Ltd, UKAS-accredited
- Issue 9, valid from 16 January 2025 until 15 January 2028
- Head office at Soi Sukhumvit 107, Samut Prakan, named on both certificates

Licensed to practise engineering
Controlled engineering work in Thailand needs a licence from the Council of Engineers Thailand. SECCO Engineering & Construction Co., Ltd. holds a company licence to practise controlled engineering, issued under the Engineer Act B.E. 2542 (1999).
The current licence runs from 9 September 2024 to 8 September 2027.
What quality control covers
Our quality control covers the design, the method, the materials, the installation and the tests.
Design and permits
We check that the installation design complies with the law and fits the project's objectives, and we coordinate with the relevant authorities for the permits the building needs.
Method statements
Every installation gets a SECCO method statement, and commissioning gets its own. A SECCO method statement sets out the equipment and tools, the working procedure and the quality checks, with a checklist for an inspector and an approver to sign.
Materials
Materials are approved before purchase, and long-lead items and deliveries to site are planned and documented.
Installation
The project manager's team supports the site officer at the front line, with site audits and quality checks.
Inspection
Our QA/QC system checks the work before it is submitted to the consultant.
Test run and commissioning
Test runs, commissioning and handover are each planned and documented, and managed by the site management team.
Work standard and inspection
What our inspectors look at, and the documents they work from.
Documents
- SECCO Quality Manual and Safety Handbook
- Method statements for installation and commissioning
- Installation checklists signed by inspector and approver
Tools and materials
- Inspection approval tracked on tools
- Calibration dates recorded where needed
- Material approval before purchase
Inspection and tests
- Visual inspection of the installation
- Weld joint checks
- Water pressure and leak tests on each completed piping loop, to the specification
- Cables labelled, routed without cross-overs and inspected through to finish
Site control
- Requests for information to settle design queries
- Planning against the project milestones
- Document control for tracking and approvals
- A site management team that approves the work flow at each stage
Licensed people do the work
Thai law requires electricians and air-conditioning technicians to be licensed. Under a Ministry of Labour notification dated 27 October 2015, work as a building electrician must be done by someone holding a certificate of knowledge and ability, with fines for both the employer and the worker if it is not.
SECCO is a founding member of the Thai Electrical and Mechanical Contractors Association (TEMCA) and is certified by it. Our SECCO Training Center hosts the SECCO branch of TEMCA's national skill-standard testing centre, run under the Department of Skill Development, where building electricians train and take their national skill tests, and air-conditioning technicians take theirs.
SECCO also provides training for its staff in BIM, AutoCAD, engineering and construction. Training sessions in 2023 and 2024 covered AutoCAD 2D for MEP, automatic control valves for buildings, and water treatment for condensers, chillers and sanitary systems.
About the SECCO Training Center
Coordinated in 3D before it is built
A full-time Revit and BIM team works in an intelligent, 3D model-based process for design and construction. On our data-centre work, main power, data and communication trays, UPS and back-up, automation, air-conditioning, fire fighting, hydraulic and sanitary, and security systems are modelled separately and then combined in 2D and 3D.
The systems are combined with regard to installation sequence, installation space, work function, system integration and service access. The combined drawings are submitted for approval and issued as shop drawings.
